Public Lecture II: 11 December 2024
On 11th December 2024, Dr Roger Chao delivered an online lecture titled “Accelerated learning and Fast Policy Learning in Southeast Asian Higher Education". He discussed new practices of accelerated learning within the emerging Southeast Asian Common Higher Education Space, driven by fast policy learning at both ASEAN regional and national levels.
Referring to the ASEAN Declaration on Human Resources Development for the Changing World of Work (2020) and the Declaration on Digital Transformation of Education Systems Throughout ASEAN (2023), Dr. Chao provided insights into the role of digital transformation in accelerating learning, curriculum reforms in select ASEAN member countries, and the rapid adoption and implementation of policy interventions.
He examined examples such as micro-credentials, shortened degree programmes, inspired by European practices, to highlight the short-term benefits and concerning long-term consequences of accelerated learning in higher education, as well as the unintended outcomes of fast policy learning. About the presenter:
Dr. Roger Chao Jr. was Assistant Director/Head of Education, Youth, and Sports at the ASEAN Secretariat (2021–2024) and a panel expert on higher education internationalisation for the Philippines’ Commission on Higher Education since 2019. He has worked with UNESCO, UNICEF, and the EU following his PhD graduation from City University of Hong Kong.
